We are urgently seeking a PROCUREMENT MANAGER to oversee purchasing activities of an infrastructure construction (Tunnels and railways) project located in the region of Auvergne-Rhône-Alpes, France.
Responsibilities:
- Setting up the Procurement Execution Plan in conjunction with the Project Execution Plan.
- Manage the entire life cycle of the procurement process
- Build and maintain formal bid packages for bidding processes on all required materials and services aligned with the company's standards and Project requirements.
- Maintain constant communication with suppliers and contractors, ensuring timely delivery and supporting logistic activities and contract performance.
- Research and qualify suppliers and ensure that suppliers meet quality and project standards,
- Support supplier-related Quality, Change, and Claims Management.
- Maintain a positive supplier relation, evaluate supply options, approve purchases, and maintain accurate records.
- Review, compare, analyze and negotiate services and materials to be purchased and maintain accurate records.
- Supporting the scouting analysis of his reference market, obtaining pricing and quotations in line with the market price.
- Monitoring the creation of the vendor lists, divided for product group and/or geographical market, sharing key information with both corporate and local procurement offices through dedicated systems and reports.
- Periodically reviewing the spending for procurement activities, identifying possible improvements to optimize or reduce cost.
Requirements:
- Technical degree or bachelor's degree in civil or construction engineering;
- Broad experience in the civil/infrastructure world as a procurement manager
- Good knowledge of French and English; Italian knowledge would be a plus
- Contractual skills, capable of reading and implementing the most important contractual terms and conditions;
- Capable of carrying out prime cost driver value analyses;
- International mindset
