Job description

A Leading construction company is seeking a Buyer for the railway track and tunneling project.

Purpose of the position

Ensure an efficient procurement of materials, equipment, and services related to the construction of a railway tracks and tunneling project.

Duties and responsibilities

  • activating market research and inquiries at the domestic (France) and international level to identify potential suppliers by means of a process of in-depth analysis
  • handling the qualification supplier process, ensuring systematic comparisons of new suppliers with those qualified in the past, and constantly monitoring those that have been activated to be in accordance with internal quality standards and criteria defined by the procurement department
  • proposing to the technical offices new technical solutions providing alternatives suggested by the supplier, if considered valid and suitable to reach the target's goals established by the company
  • regularly updating the vendor lists, divided for product group and/or geographical market, sharing this information with both corporate and local procurement offices through dedicated systems and reports, and referencing qualified suppliers and subcontractors to the Tender office during the bid preparation stage
  • receiving and verifying the purchase requests issued by the departments concerned to be in accordance with internal guidelines and standards defined by the procurement department
  • managing and/or supporting negotiations with suppliers both at a central and local level and/or for specialized product category, from the reception of the purchasing request till the contract creation, aiming for the best possible conditions considering the advisability of issuing open orders, always in accordance with procurement department guidelines and procedures
  • interfacing regularly with Area Managers and Corporate to place orders according to defined project procurement plan, strategy, and budget while ensuring the compliance and the application of the procurement guidelines, procedures, and best practices
  • forecasting and benchmarking price and market trends to identify changes of balance in buyer-supplier relations
  • providing administrative support following the purchase order approval, drafting, issue and archiving, coordinating with accounting offices for payments of all credit suppliers to increase the performances of the procurement process
  • for the components and machinery business units, following all the procurement activities required to satisfy the subsidiary's needs
  • purchasing materials and minor items of equipment
  • assisting the Procurement Manager in the monthly report preparation (purchasing orders, budget, negotiation plan, KPI), to share with Procurement Director, Area Manager, Managing Directors, regarding the procurement performances, functionality, and the overall procurement operations, anomalies, and procedures compliance

Qualifications

  • 3+ years' experience in the construction of infrastructure, railways tracks and tunneling highly desired
  • technical degree or bachelor's degree in civil or construction engineering/architecture/economics
  • familiarity with the legislation concerting works contracts and public works and the relevant laws (FIDIC)
  • knowledge of the reference market, the solutions/services the company can provide, and the company's competitors
  • familiar with construction techniques to be able to select the best suppliers and subcontractors according to the different activities and projects
  • good knowledge of French and English
  • ability to organize the activities in the framework of the process managed and in relation to the other corporate processes, identifying and removing the inefficiencies
  • relevant experience on similar roles
  • site and/or engineering studio experience within a multicultural and international environment
  • good knowledge of procurement dedicated software
